Where’s your blog today – I was disappointed not to see one

If I may be so bold as to try to answer your posting, The LCB administer and run the National Club tournamnets at U11's, U13's and U15's age groups, these competitions are known as the MCC spirit of cricket National Club competitions, Clubs compete in this having gone through their own leagues cup competition.
The LCB send out expression of interest letter to all Junior leagues asking them if they intend to put a winning team forward by the deadline specified by ECB to compete against other teams who have followed the same process, the leagues let us know their intentions and we do the draw.
The Ribblesdale League have had the correspondance from the LCB with regards to submitting a winning team to enter.
LCB have not posted the draw on the website as of yet as we are still awaiting replies from a couple of junior leagues, but they do still have a couple of weeks to express interest in the competition.
Your first port of call would be to the chairman of the Ribblesdale Junior League, Brian Woodhead, his contact details are:

My sons team have 5 players in the squad for a district side. They have a very important club game on the same day which the league refuses rearrange. Due to start times and travelling playing in both would be impossible. I think it's a very unfair situation which the league should act on. Has anyone come across this previously.
Which Borough are your from?
I ask this because you need to speak directly with your Cricket Development Manager (Rudra Singh / Paul Bryson or myself)
